The infrastructure of our nation is not a single, well-integrated system that can be controlled and monitored from a single location. It is a complex system of systems, a loosely woven network of localized infrastructures, each with unique characteristics and vulnerabilities. As such, the protection of those component pieces and parts is best planned, coordinated, and executed locally. To foster the creation of a robust capacity at the local level, PSD will train, equip, and deploy Protective Security Advisors (PSAs) to facilitate the execution of DHS protective programs. These PSAs will form a bridge, or liaison hub, between federal efforts and those at the state, local, and private sector levels.
PSAs will reside in United States Secret Service (USSS) offices in sixty cities throughout the United States. This approach will provide for a limited infrastructure from which to base the PSA's operations within his/her area of responsibility. Current plans are to deploy sixty-eight (68) PSAs in early FY05, with a minimum of one in each of sixty (60) USSS field offices and the remaining eight (8) deployed to supplement areas with the highest densities of CI/KR.
